Mr Gabriel CUMENGE

Biography

Gabriel Cumenge is Deputy Assistant Secretary at the French Treasury (Ministry of Economy and Finance), in charge of Banking and Financing of General Interest Activities Division, since July 2021. He is in charge of all banking sector and payment policies, from the supervision and financial stability legal framework to retail and consumer protection. In this capacity, he is also deputy censor at the Banque de France governing council, and member of the oversight board of the Caisse des Dépôts et Consignations. Before Summer 2021, he worked four years as Deputy Assistant Secretary at the French Treasury, in charge of Export Finance and Trade Promotion, and Head of the French Export Credit Agency, also sitting at the boards of SFIL and Naval Group.

An Alumni of the Ecole Nationale d’Administration (ENA) and of the Ecole Normale Supérieure (ENS), he started his career at the French Treasury in 2008 as a deputy head of unit on European strategy and coordination issues, before moving to the unit in charge of banking regulation and oversight of the French banking sector. He then spent two years in Washington as an advisor to the French Executive Director at the World Bank and International Monetary Fund boards, then as the French Alternate Executive Director at the IMF board. Back in Paris in 2014, he served at the cabinet of French Finance Minister Michel Sapin, first in the capacity of advisor for European and international issues, then in the capacity of deputy chief of staff until mid-2017.
